Telangana Telangana Layout Regularization Scheme 2024-25 (LRS)

The Chief Secretary, Somesh Kumar, of the Telangana government has recently issued orders to update specific clauses in the rules under Government Order No. 135, dated September 16. As a result of this recent modification, the government is set to introduce 7 slabs instead of the previous four mentioned in GO No. 131, dated August 31, reminiscent of the older LRS scheme from 2015. Additionally, the government has unveiled new regularization charges based on the current market value of the plot as of August 26, 2020. This update, implemented by the relevant authorities of the Government of Telangana, brings about significant changes in the state’s regularization rules.

Update as of February 26, 2024: The Telangana government has recently made a noteworthy decision regarding applications for the Layout Regularisation Scheme-2020 (LRS-2020). A crucial update now provides an opportunity for applicants who submitted their requests before March 31, 2020, to regularize their layouts. This new decision encompasses all layouts, excluding those related to Devadaya, Waqf, government properties, and areas subject to court orders, which will not be eligible for regularization.

When the chief secretary announced the recent updates on regularization charges, he emphasized that these changes were implemented in response to the increasing number of requests from concerned residents of the state. However, the residents expressed widespread disappointment due to the significantly elevated regularization charges. The Land Regularization Scheme (LRS), inaugurated in 2015, originally featured much lower regularization charges compared to the recent adjustments made in subsequent years. This concern resonated in the Assembly on Wednesday, where several MLAs highlighted the issue. Minister K.T. Rama Rao, addressing the matter during the session, assured that the regularization charges would be reverted to match those outlined in the 2015 scheme.

Telangana Layout Regularisation Charges

In the following steps, the regularization charges undergo changes as outlined:

  • For sub-registrar values less than Rs 3,000 per square yard, the charge is 20 percent.
  • Between Rs 3,001 and Rs 5,000, the charge increases to 30 percent.
  • For values between Rs 5,001 and Rs 10,000, the charge further rises to 40 percent.
  • In the range of Rs 10,001 to Rs 20,000, the charge is set at 50 percent.
  • Properties valued between Rs 20,001 and Rs 30,000 attract a 60 percent charge.
  • The charge escalates to 80 percent for values falling between Rs 30,001 and Rs 50,000.
  • Properties with sub-registrar values exceeding Rs 50,000 per square yard incur a 100 percent charge.

Additionally, if an unapproved layout lacks 10 percent open space, pro-rata open space charges at 14 percent of the plot value as of the plot registration date will be collected, instead of the rate prevailing as of August 26, 2020.

It’s noteworthy that the LRS regularisation charges include the NALA fee for the conversion of agricultural to non-agricultural land use, eliminating the need for LRS applicants to pay a separate NALA fee.

Mandatory Rules

All applicants intending to apply for the new scheme must adhere diligently to the following rules:

  • The minimum road width requirement is nine meters. However, for weaker section layouts or plots under 100 sq meters, the road width may be reduced to six meters.
  • In cases where the necessary road width is unavailable, equal depth for widening on both sides will be required. Additionally, water bodies within the layout must be preserved.
  • The regularization measure does not apply to plots or layouts affected by land ceiling laws, land disputes, title claims, boundary disputes, etc.
  • For assigned lands, clearance from the district collector must be obtained before applying for regularization.
  • Approval from the competent authority is necessary even if only a few plot holders come forward for regularization in an unapproved layout.
  • Applicants are required to submit copies of the sale deed or title deed only. Agreement of sale or general power of attorney will not be considered as evidence.
  • No layout or development will be permitted in the bed of any water bodies or in the full tank level (FTL) of lakes, ponds, ‘Kunta,’ and ‘Shikam’ lands.
  • Water bodies and courses must be maintained as recreational/green buffer zones. No layout development activity, other than recreational, will be allowed within:
    • 30 meters from the boundary of river courses/lakes with an area of 10 hectares and above.
    • 9 meters from the boundary of lakes/’kuntas/shikam’ lands with an area less than 10 hectares.
    • 9 meters from the boundaries of canals, ‘vague,’ etc., and two meters from the defined boundary of the ‘Nala’ or stormwater drain.

Application Procedure of Telangana LRS Scheme 2024

To apply for the Telangana LRS scheme , follow the step-by-step procedure outlined below:

  • Visit the official website of the Telangana LRS scheme.
  • Upon reaching the homepage, locate and click on the “Apply For LRS” option.
  • A new page will appear, presenting two options: “Indian” and “NRIs.” Choose your preferred option.
  • Input your mobile number and click on “Generate OTP.”
  • Check your mobile for the OTP and enter it in the designated field.
  • Click on “Validate OTP.”
  • The registration form will be displayed; provide all the required details.
  • Proceed to make your payment, utilizing the ICICI Bank gateway.
  • Additionally, submit the necessary documents, which include:
    • A self-attested copy of the first page of the registered sale deed/title deed for unsold plots.
    • Copies of sale deeds for at least 10% of the total plots owned by the layout owner.
  • Click on “Submit” to complete the application process.
